We educate legislators and regulators, and advocate for sensible, data-driven laws and regulations—providing appropriate oversight, while supporting the viability and growth of the industry.


2026 PRIORITIES

INCREASE DUE PROCESS

Work with DCC regulators to address embargoes and recalls by requiring mandatory transparency and hard timelines to force prompt Corrective Action Plan decisions and Administrative Law Judge proceedings.

Retail Access

Expand legal cannabis retail access statewide by enabling more jurisdictions and venues to allow regulated cannabis retail sales.

PREVENT HARMFUL PRODUCT BANS

Prevent blanket, reactionary product bans that push consumers back to the illicit market, like the proposal to ban all-in-one vapes by the end of 2026. Instead, advance targeted safety standards that protect public health while supporting innovation and consumer choice.

GUIDE PROPOSED PACKAGING REGULATIONS

Cannabis packaging and labeling proposals are once again moving through the California Legislature in 2026. CCIA supports evidence‑based standards that genuinely reduce youth appeal and improve public health outcomes. However, we do not support proposals that would force adult‑use products into plain, colorless packaging or limit packaging to required label text alone. Effective policy should be grounded in data, protect youth, and still allow regulated businesses to communicate with adult consumers in a responsible, compliant way.

PRIOR LEGISLATION IMPLEMENTATION

SB 622 - Elimination of Plastic Plants Tags

Continue engagement with the DCC to implement SB 622 that eliminated the requirement to place a plastic plant tag on every single plant. This legislation allows for electronic tagging that will reduce over 43 million pounds of plastic waste produced annually and countless staff hours of tagging with a zip tie.

SB 54 - Plastic Pollution Prevention and Packaging Producer Responsibility Act

This landmark packaging law shifts the cost of managing packaging waste from consumers to the companies that make or sell packaged goods. All cannabis license types are affected. CCIA members will have access to resources and education on how to comply with this law and soon-to-be released regulations that a being phased in now.
