The California Cannabis Industry Association (CCIA) is pleased to present its Legislative priorities for the 2022 legislative year. CCIA’s membership includes over 400 California businesses, representing 600 brands and more than 15,000 employees. Since 2013, CCIA’s mission has been to promote the growth of a responsible and legitimate cannabis industry and work for a favorable social, economic, and legal environment for our industry in California.

This document is intended to inform our state policy makers about the legislative needs of California’s legal cannabis industry and is accompanied by CCIA’s detailed 2022 Legislative and Regulatory Work Program, which details each of the priorities below and adds more color to our overall efforts.

REFORM CANNABIS TAXES

  • Eliminate or suspend the cultivation tax.
  • Simplify excise tax collection & submission by shifting responsibilities from distributors to retailers.

EXPAND ACCESS TO LEGAL CANNABIS

  • Establish local incentive grants to encourage local jurisdictions to adopt cannabis ordinances authorizing retail.
  • Modify the State’s excessive and costly environmental review requirements.
  • Accept CEQA compliance pathways set forth by local jurisdictions, including ministerial permits and principally permitted cannabis operations
  • Expand opportunities to provide alternative purchasing options, such as curbside pick-up or drive-thru on a permanent basis.
  • Increase the dollar amount of cannabis and cannabis products currently permitted to be carried in delivery vehicles.
  • Permit cannabis billboard advertising along interstate highways that includes additional protections aimed at deterring youth access and consumption.

DCC OVERSIGHT

  • Develop measures that ensure greater accountability, transparency, and oversight of the Department of Cannabis Control.

SUPPORT EQUITY PROGRAMS

  • Remove barriers for equity applicants and operators.
  • Direct stakeholder oversight/accountability.
  • Add  financial relief & tax credit opportunities.
  • Increase cannabis equity grant program funding.

INTEGRATE HEMP/ CBD INTO SUPPLY CHAIN

  • Permit the manufacture of hemp in licensed cannabis facilities.
  • Allow for the incorporation of hemp CBD and other cannabinoids into cannabis products.
  • Authorize the sale of hemp products in licensed cannabis dispensaries.

INCREASE LIMITS FOR TRADE SAMPLES

  • Increase the permissible amount of cannabis and cannabis products that can be designated as business-to-business trade samples.

CLEAN-UP PROVISIONAL LICENSING

  • Extend provisional cannabis licensing for applicants and licensees that demonstrate a commitment to completing the local approval process to legally engage in cannabis cultivation.
